The Keystone Emergency Management Association (KEMA) is a statewide non-profit organization that offers a platform for emergency preparedness, emergency management, and homeland security professionals to exchange ideas, techniques, and best practices. By joining KEMA, you can expand your network, connect with colleagues, seek information on relevant issues, and increase your knowledge of the field.

KEMA membership is open to all emergency management and public safety professionals working in local, state, or federal government, educational, non-profit, or voluntary organizations, private sector, or to anyone interested in gaining an understanding of emergency management in the Commonwealth. Becoming a member of KEMA is an excellent way to stay up-to-date with the latest developments and trends in emergency management, as well as contribute to enhancing the overall emergency management program in Pennsylvania.

As a KEMA member, you’ll have voting and nomination privileges, and we encourage you to be active in the decision-making process. You can also take advantage of growth and development opportunities by serving on various committees that contribute to fulfilling KEMA’s mission.

You will be kept updated on pending legislation and opportunities to provide input on changes to the state Emergency Management Certification Program. Additionally, KEMA offers mentoring opportunities, prospective employment opportunities, the potential for collaborative partnerships, and other opportunities to help you grow and develop your skills and career in emergency management.

Membership Categories:

  1. Regular – Regular membership is accorded to an individual in good standing who meets eligibility criteria. Regular members may hold office, are entitled to one vote, and are subject to dues of $30.00 per membership year.
  2. Honorary – Honorary membership shall be accorded to those individuals so recognized by a majority vote of the Executive Board in recognition of outstanding contributions to the Association. Honorary members may hold office and are entitled to one vote; they are not subject to the requirement of annual dues.
  3. Student – Student membership is available to any student enrolled in an accredited Emergency Management degree program. Student members may not hold office, are entitled to one vote, and are subject to dues of $15.00 per membership year.
  4. Organizational – Organizational membership is open to any organization of the Commonwealth (public, quasi-public, private) at the cost of $120 per membership year; and shall permit the organizational member to name up to 5 individuals who shall have the rights of a regular member for the period of the organization’s membership. If an organization wishes to add members in​ addition to the 5 individuals in the $120 per year, the cost will be $24 per additional individual.​
